In the number wheel there sh;ill bo so many tickets corresponding in number as those which have been fold In the prize wheel there shall bo as many ticket as there are prizes, these tickets fha'll be deposited in the wheels by a board of supervisors, who shall bo appointed by the di rectors, after "which the wheel shall be sealed up and placed in any bank in the city, the director's may direct, until tho time ot drawinir. when the supervisors shall brinsj the wheels to the drawing, break the seals and tho drawing shall be disposed of by takiug a ticket from each wheel, at the same time and the prize ticket taken from the prize wheel shall designate the prize drawn by the ticket corres posding in number to the one taken from the number wheel at the same time. The wheel shall be well shaken after each ticket ia drawn. Ssc " 11 The Directors shall designate tho time and place, the supervisors shall bo required to be present and see that the drawing is conducted entirely equitable. A Board of Supervisors, will be appointed who will have exclusive control and management ol the drawing. They will conduct the distribution and see that eacii person is lecallv invested with the property he may draw. A du plicate roeistrv of the tickets sold will be kept ; so that, in the event of loss of ticket.the accideut may be remedied and no mistake can occur. IUpiiUican of Mon day says :- j On Saturday last a horse owned br SeweU Chambers, a colored man, living in Thorn- bury township, was seized with hydrophobia. The animal had been confined in a field near Darlington's corner, but by some means got out of tho enclosure into the public road. It attacked a team belonging to "William Fafrell who was engaged in hauline ! stone to tha railroad. The driver of tha team succeeded in driving off tho mad animal, and it is not believed that it injured any of the horses at tached to the team. When the fit was off, tb.o poor hmte would become very veak, stagger and fall. When the spasms returned it would again rise, and attack everYthine in it3 road. Several persons were chasod on to the tavern porch, and one individual narrowly escaped being bitten. In its rage to bite its own tongue was nearly bitten off. The ani-. mal was finally secured in a lot. where it died durinjr the night in ereat aeonv. It was a valuable horse, and was used by Mr. Chambers in threshing grain, with a machine through the neighborhood. What is still more terrible to contemplate is the fact that this horse is supposed to have been bitten by a dog balonging to Mr. Elias Baker, that was thought to bp mad, aud bit two persons some thrco weeks since an account of which was published in this paper.. This supposition. is strengthened by the fact that Mr. Baker's dog bit two other dog3 on the farm of Mr. George iaucett, where the horse was kept. The dogs of Mr. Faucett were killed imme diately after. The two voune men who were bitten, as well as their immediate friend, are much distressed over these facts; but it is hoped that the means resorted to in their cases wili prove effectual against this malady. A Ragged Gentleman. A few days sinco a man, evidently down in tho world, with torn and ragged apparel, but yet with an appearance and manner that betokened better things, was arrested en the .Levee as a dangerous and suspicious charac ter. Wnen lntormed by the omcer that he should have to take him into custody, the tatterdemalion grew very indignant, and deJ manded or what he was accused i "Of vagrancy, sir !" "What, a loafer T I "Yes, sir ; or whatever name yon chooso to call it." "And I'm arrested on this charge ?" "Yes; of having no visible means of sup port." The poor fellow contemplated himself rue fully for a moment, and then, with a-sad smile, replied "Why omcer you.must be insane.3Nb vis ible means of support ! Why, look at me.-r My hands, feet, legs, even my body's visible: Why; I'm the most visible man iaiSte ever seen in your life."N. 0. Picayune. ' 1 . In jRhode Island a white man cannot vote unless he is tho owner of one hundred and thirty-four dollars' worth of real estate; yet, at tho next session of the Legislature, the Rad icals :vill adopt the fifteenth constitutional amendment; by which all the j worthless ne groes in the State can deposit their votes in tho ballot-box. In tho estimation of the lvhodo Island Kadicals, a whito man must own a houso and lot in order to be equal in value and importanco to a negro, who is "simple beatity unadorned." Everything for the negro, nothing for white men, is the motto of the It:iIical party. In Washington men aro beaten and shotj and cut and hacked, in order to put the Capital of the nation under negro domination, and the same spirit is manifested in all parts of the country.
